Victoria Avenue, Chelmer on behalf of NuVision Developments Pty Ltd C/- Kerdic
Homes
Development approval was obtained
from Brisbane City Council in August 2018 for the rotating, repositioning and
refurbishment a substantial character house in Chelmer as well as the further
subdivision of the balance of the land for two additional dwellings. The
development allowed for the traditional front elevation of the dwelling, which due
to historical subdivision was directed to the rear of the lot, to be rotated
and reinstated so that it could make a positive contribution to the traditional
streetscape of Victoria Avenue. The subdivision component of the development
created two additional, substantial residential lots and two new dwellings that
were carefully designed to comply with the Traditional Building Character
provisions of City Plan 2014. The result was a development that integrated
seamlessly with the traditional built form, leafy character and subdivision
pattern of the suburb of Chelmer.

Treacy College, Indooroopilly – Addition of Secondary School.
Reel Planning has been assisting
Ambrose Treacy College (formerly Nudgee Junior College) with various
development projects since 2005. The latest major project has been the
transformation of the college to accommodate a secondary school. The project
commenced in 2012 with a development application for the refurbishment of the
heritage listed Edmund Rice Building and since has included various staged
applications for new flexible learning spaces, library, sporting facilities and
major infrastructure upgrades. The final stages of the project were nearing
completion in 2018. The college site was subject to various town planning
constraints including flooding, vegetation and significant external roadworks
and infrastructure upgrades that required Reel Planning to assist with the
coordination of a team of consultants and to maintain a positive and productive
relationship with Brisbane City Council for over 6 years.

Yeppoon – Neighbourhood Centre, including Service Station and Child Care Centre
Reel Planning secured development
approval for several commercial uses, in addition to a childcare centre,
service station and indoor sport and recreation facility, within a new
integrated neighbourhood centre. The site was in the Rural zone, approximately
six kilometres north of the Yeppoon principle centre. Securing development
approval required the management of a multi-disciplinary consultant team and
extensive consultation with Livingstone Shire Council regarding environmental,
economic and infrastructure matters. The result is a development that will
serve the current and emergent needs of the community, particularly to the
north of Yeppoon that is earmarked for future growth.

The Body Corporate for
Lindor Community Titles Scheme 29204 and Planit Consulting Pty Ltd v Gold Coast
City Council and Komune Pty Ltd (Appeal No. 2230 of 2017)
Greg Ovenden was engaged as the
town planning expert witness on behalf of Gold Coast City Council in this
appeal. The matter was a submitter appeal against the approval of a high rise,
mixed use development in Coolangatta. During the proceedings Greg assisted
Council in identifying significant conflict with the 2003 and 2016 Gold Coast
Planning Schemes and as a result Council no longer supported the approval and
was of the opinion the appeal should be allowed. In his judgement of 30
November 2018, Judge Rackemann ordered the appeal to be allowed and the
development application refused on the basis that the proposal significantly
conflicts with a number of provisions of the 2003 and 2016 planning scheme and
did not consider that there were sufficient grounds to justify approval
notwithstanding the conflict.

Barcaldine Regional Council’s draft planning scheme, which is a template scheme
being prepared by the Department of State Development, Manufacturing,
Infrastructure and Planning.
Since 2005 Reel Planning has provided
development assessment services to a wide range of local governments throughout
Queensland. We pride ourselves on our understanding of matters affecting local
government in regional Queensland, bringing to the table an extensive working
knowledge on agricultural land issues, extractive industry, intensive animal
industries, mining accommodation, subdivision matters, the role and function of
town centres and the importance of the industrial sector.
For over five years we have assisted Torres
Shire Council with the assessment of their development applications and
provision of advice. We have also assisted Council with preparing Council
initiated development application, updating Heritage Register, preparing a
standard conditions package plus drafting briefs for the planning studies to
underpin the new planning scheme.
Since 2015 we have assisted Central
Highlands Regional Council with in-house contracts, with our Central
Queensland based planners helping Council assess development applications
during periods of staff shortage. We have also assisted Council with the
project management of a significant new rural industrial development, and the
preparation of a standard suite of conditions to be implement by Council’s
planning officers.
We assist Weipa Town Authority (since 2017), Barcaldine Regional Council (since 2017) and Longreach Regional Council (since 2019), on an on-going basis,
acting as their principal town planning consultant. This involves assisting Council with all
matters an in-house town planner would normally fulfil.
For over ten years we have assisted Cook
Shire Council with their day to day planning queries as well as assessing a
wide range of development applications in Cooktown, Lakeland and across Cape
York. This has led to the occasional planning assistance in adjoining Hopevale
and Wujul Wujul Aboriginal councils.
